This may be the central paradox of research. While its outputs are expected to be measurable, much of the process that generates breakthroughs is not.

Curiosity, serendipity, intellectual play, and informed intuition rarely fit neatly into KPIs. Traditional KPIs fail here because scientific discovery behaves more like an artistic endeavor than a predictable assembly line.

Prescriptions for running research organizations can sometimes resemble weight loss plans that focus excessively on targets and compliance while neglecting motivation and enjoyment.

Recognizing that some of the most valuable outcomes emerge from factors that are difficult to quantify in advance could be a start.
